Russia and Iran Agreed to Sign a Memorandum of Understanding on Cooperation between Special Economic Zones in November

Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation, and Hojjatollah Abdolmaleki, Advisor to the President of the Islamic Republic of Iran and Secretary of the Supreme Council of Free Trade-Industrial and Special Economic Zones, held a working meeting at the International Forum of Special Economic Zones in Lipetsk.

The participants agreed to sign a memorandum on cooperation between special economic zones of Russia and Iran in November this year, which will be aimed at expanding ties between the economic zones for industrial, trade, economic and investment interaction.

– Undoubtedly, the memorandum is written in general terms, therefore some of the issues should be left for documents, which will be signed following the memorandum. It is essential to draw up a list of events necessary for the implementation of joint projects. Next week our colleagues should organize a videoconference in order to discuss the memorandum and the issues related to the implementation of the INSTC project, said the Deputy Minister of Economic Development.

Dmitry Vakhrukov informed his Iranian colleagues about the establishment of Technologies and Logistics Union in Russia. The Union was created following the agreements on partnership between the special economic zones of the Caspian-bordering countries reached by the participants of the 2nd Caspian Economic Forum.

The Union includes the management companies of two special economic zones of Russia: Technopolis Moscow SEZ JSC, which specializes in supporting tenants engaged in the creation and industrial application of scientific and technological developments, and Lotus SEZ JSC, which manages production, processing and logistics of cargoes in the Port and Industrial SEZs of the Astrakhan Region. The Directorate of International Transport Corridors (autonomous non-commercial organization), responsible for increasing the efficiency of transport infrastructure and forwarders along the INSTC routes, has become the third member of the Union. Dmitry Vakhrukov invited Iranian colleagues to cooperate with the Union.

Vitaly Altabaev, Director of the Department for Regional Development of the Ministry of Economic Development of the Russian Federation, took part in the negotiations.

Seyed Reza Hashemi, First Rank Economic Counsellor of the Embassy of the Islamic Republic of Iran, and Seyed Mohammad Dorfeshoon, the interpreter of the Embassy of the Islamic Republic of Iran, represented the Supreme Council of Free Trade-Industrial and Special Economic Zones at the working visit.
